member list clean up

OK. I deleted a bunch of members. These were mostly known spammer members or members with multiple member names to a single ip address. If any were deleted wrongly, let me know or just re-join. I left 2-3 accounts that I was unsure about. There were several "markers" of spammer account, but something that made me say, "maybe not".

All deleted have 0 posts. Most were last activity on the day they joined.

Again, any problems, take it up with me, as I did it.

Yes, absolutely Kudos to Gar...

I've nuked a few accounts and post but he's definitely done the bulk of the work. 

(So apparently, lawyers aren't completely useless, who knew?)

Also I added a module that will check registrar's name/ip agains a known spammer database.

I also cranked up the captcha and other settings.
